Just key on or driving around? I noticed mine was a bit different. Mine looks like that with Key on, but driving around the upper increased. Other than that I would say it looks normal. This was with the Mopar 4bbl and had to clock it to get a decent reading. With the Accel 1350 using a Ford (I think) TPS, I get a better spread and behaves better.

You can also try resetting the ECU. Disconnect and key on for a few minutes to make sure everything discharges. You can then relearn the TPS with a few WOT's. Redoing your IAC counts will affect your lower number.

Key on, engine off, Holley 52mm TB. Battery had been discounted after idle count was set.
