You can't use a drop base bottom.
It has to be a 1" rise bottom plate.
That is usually what any cheap air cleaner would come with.

It's not the shocks that is letting your truck bottom out, it's the springs.
Springs are what hold the truck up, not the shocks.
A Dakota R/T has a 900 lb spring on the left front and a 950 lb...
You probably need a new ring and pinion gear set which will be between $400 and $500 plus labor to remove and replace.

What you describe there sounds like you have an issue with your tune.
