That wire looks like a ground. Is the wire black in color? The other side of the circuit is probably hot. You just need the ground to complete the circuit. Ground out that wire and see what happens....

I tried this when I did my intake. Didn't work with the distributor installed. You could glue the gaskets into place with the studs/bolts in place to line everything up.
