there was recently a super 60 turbo and stuff on craigslist near me, you should pick it up, good for 20psi

392 belongs in 50's and back, I love it and have one but it resides in a '59 d100 pickup

Like chad said, do a leak down test and wet compression test to make sure its the rings, i know you had the valve seals "checked" but they may look fine but actually be too hard to seal from old age
Yes it will, also it doesn't hurt to clean the tb and iac valve
