His conditions were 76* but 86% humidity and basically sea level.
If you have a scanner and can see what the sync number is - you can also then experiment with this some to figure out where it makes the best power. Go make a pass down the track. Wherever it is now...

if it’s a new build - how good are the grounds?
Make sure there is no paint under the grounds, or it will have very weak spark, poor performance and not run under...
I would double check the distributor position / cam sync. It sounds like it could be off, but that wouldn’t explain a sooty #2 plug.
That sounds like the cam I am running, and with PCM I ran cam...
They work better than my normal street tires.....
but they aren’t any sort of “miracle” or anything.

At the track I can run 11’s with them instead of 12’s or 13’s on street tires....
Well, you first put a roll bar behind the seat - then the seat is just a couple of inches closer to the dash....then you rub your shins against the dash while you drive it and enjoy the close fit!
I concur that drag radials are WAY more effective at hooking up on the street than normal tires are.
My go-to to make power is still boost.
If you only want 400 - a blower is easy.
WAY easier than engine swaps.
