Downloaded the file and said that the file was incomplete or unable to open in that format.

The '00 FSM is in a .rar format, it's a type of archiving like .zip files. Download WinRAR, and you'll be able to extract the PDF files.

None that I know of....which is why I don't have any on my site. I have a paper copy of the '99 manual that I've been meaning to have scanned/converted, but haven't gotten around to it yet. Most of the stuff will still apply to pre-00 trucks, just wiring will be a smidge different.

I have a pdf of the 1999 Dakota parts catalog, looking for a pdf of the 1998 factory service manual and the 1998 parts catalog.

I can open up the .rar file and see the PDF's and their sizes but when I try to extract any of the PDF's it gives me an error that the file or archive is damaged...

Any chance you could re-upload it or put it on a dropbox?

I downloaded it and tested it -- worked fine for me. Just uploaded a new file though, someone (Dave H) combined the files into one pdf document. That's now in the folder.
